Title: Circular to All Authorized Dealers: Access to the Discount Window

Summary: All authorized dealers are reminded to refrain from accessing the discount window on the auction date for Open Market Operations (OMO) auctions. Participants with successful bids at government securities auctions are not permitted to access the discount window on the settlement date. Participants with successful foreign exchange bids and transactions are also not allowed to access the discount window on both auction and transaction settlement dates.
